Since then libconfig 1.7.2 has been released in 11/2017 which bumps the soname to so.11 and both issues have been closed. bullseye is in hard freeze now so now is probably not the best time debian-wise, but I guess nothing prevents from updating libconfig in sid and prepare for the next release. The changelog[1] has plenty of fixes and changes, in particular I would have liked to rely on the more lenient syntax for trailing commas on list and arrays, but unfortunately it doesn't look like I will be able to... Since the soname was bumped both can be installed in parallel with no problem. Feel free to use part of all of it if you'd like.
