Yes, you'll find them in libeina-bin and libelementary-bin. Probably,
libefl-all-dev should Recommend them.
This would be a nice change for the next release.

Why not even include them ?
It would be a temporary situation before merged packages come out.
Moving those two binaries is more effort that I'd rather put into the
permanent reorganization. But adding a Recommends is very simple.
