neurodebian Build-Depends on xcftools which ideally should not be released with bullseye. As it looks xcftools is used for calling xcf2png. This can be equivalently be done with convert from imagemagick, can you please check to switch away from xcftools for this conversions? game-data-packager for instance has already the casing to use convert if xcf2png is not available. So you could do similarly.
