I have tihs error on two machines, both running fully modular xorg from 
debian.

I know about the new locations - I am maintaining a similar package not yet 
transitioned to xorg7 (comixcursors)

You need to either depend on a package providing /usr/share/icons/default or 
provide it yourself.

In the xorg6.9 days, gtk2-themes-industrial, which also supplies a cursor 
theme, provided the default dir, because it uses the alternatives for that 
dir.
In the xorg6.9 days, crystalcursors started to depend on xlibs-data because of 
the need for the default dir in that location.

update-alternatives only manages symlinks. It does not manage directories.
