You can install the mysql-server-4.1 package and then modify
/etc/runlevel.conf or /etc/rc*.d/ to not start the mysqld server daemon at
system boot.

Honestly I have no experience with ndb and so far got only very few
mails regarding it.

If you have ndb used in production for a while you could mail me what you
would have wanted the Debian packages to be like, i.e. separated packages
for client and server, init scripts, maybe mail me an example config file.
Somewhen in the next month I or another Debian maintainer will have to
take a closer look at ndb...
