Update ntpsec to the latest(1.2.0+dfsg1-1+b1) on Sid I got in
/var/log/daemon.log:

Updating libssl1.1 (1.1.1i-1) over (1.1.1d-2) did solve the problem
* What was the outcome of this action?
* What outcome did you expect instead?
I'd expect the update of ntpsec triggers too the update of libssl1.1 to a
compatible version.
