I used d-i Alpha3 arm64 to install Debian to a qemu disk image. I used the graphical expert install. Selecting the "keyboard configuration" menu item had no effect. Installation finished successfully. But after reboot, keyboard-configuration was not installed. I need to install keyboard-configuration and manually edit /etc/default/keyboard to correctly use my physical Japanese keyboard attached to qemu as -device virtio-keyboard-pci.
