I can confirm bug 274251 on my Debian system when using version 3.2.1-2 which was installed when I upgraded from woody to sarge. Going back to 2.0.7-8.woody1 for procps this problem did not occur any more, so there is a regression somewhere. I guess that bug 244732 might stem from the same bug so you might want to merge these two.
