Justification: Policy 12.3

The Debian policy states "Packages must not require the existence of
any files in /usr/share/doc/ in order to function". The webhttrack web
server uses templates from /usr/share/httrack/html to construct its web
pages. That directory is a symlink to
/usr/share/doc/httrack/html/server - so the server stops working if the
administrator decides to remove /usr/share/doc/httrack.
