I've sent some patches to liw for vmdb2 to improve building a UEFI based
arm64 image which can be seen here:

These should address the general problem of vmdb2 being able to build an
arm64 image when grub is used, as long as UEFI is chosen (there is no
BIOS support for arm64).
This should result in a usable image, but it may still be necessary to
make some changes to autotest to ensure that:
- a UEFI image is built on arm64 rather than attempting BIOS,
- qemu is configured to use UEFI firmware when the resulting image is
used.
