The concern is entirely about volume of vendored dependencies.

Most certainly no other package in Debian ever had that many private copies 
of 3rd party libraries.

While some discrepancies in license documentation are likely, they are beyond
the scope of this problem. This is not a bureaucratic concern for license 
coverage but a technical issue regarding how a package is maintained in a 
wrong way, IMHO.
