resolvconf has always been optional.
If you don't know why you installed resolvconf, you probably don't need it.
This bug report doesn't really make sense to me.
You also asked me, as systemd maintainer, to add a Conflicts: resolvconf
to the systemd package, which doesn't make sense either.

If you don't need the features provided by resolvconf, don't install/use it.
