I was able to fix it.

sudo rm /lib/systemd/system/rpcbind.service

sudo aptitude reinstall rpcbind

I re-installed nfs-kernel-server and everything is working now.

systemctl status rpcbind
● rpcbind.service - RPC bind portmap service
   Loaded: loaded (/lib/systemd/system/rpcbind.service; enabled; vendor
preset: enabled)
   Active: active (running) since Wed 2020-07-01 08:26:04 EDT; 48min

I am able to mount my nfs shares again.
