It seems that invoke-rc.d always restarts services in chroots (if you don't have a policy to deny it.) The problem is that runlevel returns "unknown" and returns an exist status of 1. So the script checks for /etc/rcunknown.d/S[0-9][0-9]service and /etc/rcunknown.d/K[0-9][0-9]service, and neither exists. In case neither exists it (re)starts it. See also #156161. I currently don't have a good suggestion on how to deal with this. But I would like to see something that when I disabled it in all runlevels that it doesn't get restarted.
