The raspberry pi 4 won't load the brcm43455 wireless driver without the
proper nvram file in place. Currently there's a
/lib/firmware/brcm/brcmfmac43455-sdio.txt nvram file, but I think
that's for earlier pi versions. Upstream has a file specifically for
the pi 4:

Including that nvram file in the raspi-firmware package would allow
wifi to work on the pi 4, and probably makes more sense than trying to
get it included in the firmware-brcm80211 package.
