If "xset dpms off" doesn't completely power off your monitor, then your video driver is broken.

"xset dpms off" gives me the usage of xset.
"xset dpms force off" does shutdown my screen. So it looks like my video driver works, does it ?

Get a working video driver, and xscreensaver will do what you expect by default without you having to mess around with writing your own scripts or asking me to change the semantics of -watch.

Ok. And what if my video driver already works fine ?

I just deleted my .xscreensaver file and relaunched xscreensaver, it enabled DPMS by default. But the screen still does not shutdown.
