Hey, This issue seems to be caused by changes made in #950520 [1].
I've described the problem in more detail in that bug report [1]. To cut long story short, this bug (#961215) seems to be affecting non /usr merged systems. Just a warning - if you copy 'blueman-applet.service' from '/lib/systemd/user' to '/usr/lib/systemd/user' and then run usrmerge, it will fail (you'll have to remove that copy you made, to fix it).
