Dear Maintainer,

shorewall won't start if I attempt to use SAVE_IPSETS=somename to save
an ipset selectively.  I think I've hit known problems 9 and 12 in
<https://shorewall.org/pub/shorewall/5.2/shorewall-5.2.4/known_problems.txt>

I'm guessing it's easy to reproduce in the current packaged version,
but am happy to provide further details if it might help.
