You are over-reacting. "systemctl" is a niche package that is used only under 
a very specific requirements.

I might consider making a quick shell implementation of `systemd-tmpfiles` 
but without upstream support that won't be enough.

That disagreement led me to think that "Provides: systemd" would be useful in 
other similar situations. Why would you not apply pressure to maintainer of 
PHP-FPM instead of me?

You don't want to call it a bug? OK, then let's call it sloppy design, misuse 
of systemd facility and problematic mixing of init systems functionality.

Vote have nothing to do with poor technical decisions. This is not a debate 
against systemd and I was never against it. Please stop trying to portray me 
as anti-systemd activist.

OK, I may have spoke a bit too emotionally but Ondřej was un-provokingly and 
unexpectedly rude to me first.
I do express strong disapproval and disagreement with his decision to 
leverage `systemd-tmpfiles` for php-fpm SysV init script.
Maybe he would listen to you if you wish to convey this message with grace of 
your eloquence, lack of which you are blaming on me.
