For pyqt5 package, lintian emits a warning runtime-test-file-uses-supported-python-versions-without-python-all-build-depends. Indeed this package does not build-depend on python3-all explicitly, but it build-depends on python3-all-dev and python3-all-dbg, both of which imply python3-all. Please do not emit this warning in such cases. The same applies to autopkgtests: when you fix #954868, please allow for the test to depend on python3-all-dbg. -- Dmitry Shachnev
