Starting with 2.0.3, there are systemd service files for deluged and deluge-web from upstream. They are included in the source package but do not get included in any binary package: https://salsa.debian.org/debian/deluge/-/blob/master/packaging/systemd/deluge-web.service
Please include these files in the binary packages.
