Right, my mistake in forgetting how return codes are handled in postinst
scripts, putting this fix in now.

The only place where it could be done without fail is in the initscript,
so that on every start the barrier is checked and removed on / if it
exists. However, the barrier getting set on / is a fairly rare condition
itself, as it means that you installed -2 of this package, and are
running old style initscripts. I could put it in the initscript for a
while, so anybody who got bit by this will have it fixed, and later it
can be removed after it is reasonably certain that nobody is still in
this scenario.
