This looks to me like nginx-common.config and debconf have an issue (or stumble over some underlying issue), I don't see anything about lintian or libconfig-model-dpkg-perl (whether its lintian profiles nor anything else) here, and I also have no idea how they would be involved when configuring a package. Maybe you could explain why you think libconfig-model-dpkg-perl might be invvolved?
