Thank you for this bug report, but the version of octave-image currently
in unstable (2.12.0-1) does not depend on octave-signal and imagemagick:
https://packages.debian.org/buster/octave-image
I am hereby closing this bug report.
However, the description of the package still contains a reference to
ImageMagick. I will remove it and upload version 2.12.0-2 soon.

Dear Maintainer,
The current version of the Octave image package in Debian, version
2.12.0-1, lists octave-signal and imagemagick as dependencies but
that's no longer true.
Upstream dropped the dependency on octave-signal in version 2.4.0 with
the reimplementation of normxcorr2, and the dependency on imagemagick
in version 2.8.0 when it removed the function imdither.
These two dependencies can therefore be dropped from the Debian
package.
