If it still works with pandas 0.25 and doesn't break dask's reverse dependencies (I have _not_ tested either of those), it can go straight to unstable.
If not, either experimental or just pushing it to salsa is fine: pandas went to experimental mostly to check whether it builds on the non-amd64 architectures, and dask is arch:all so doesn't have that potential failure point.
(Note that packages in experimental still prefer taking their build-dependencies from unstable, i.e. default to pandas 0.25 not 1.0.)
