That sounds odd; could you try finding out what script it's depending on?
Between 45 and 99 I can find mountnfs-bootclean (cleans /tmp),
console-screen, alsa-utils, ntpdate, bootmisc (creates /var/run, saved dmesg,
etc.), urandom, nviboot, screen-cleanup, x11-common, xserver-xorg, sudo and
stop-bootlogd-single on my system. None of these seem particularily relevant.

BTW, you are reporting the bug against the wrong package; initscripts (part
of sysvinit) is the package responsible for the boot process, and mountnfs.sh
comes from there. Thus, I'm reassigning it.
