Hi,
this does *not* depend on the init system. Needrestart fails to detect
microcode updates due the missing of the iutool. The needrestart 2.11
release shipped with Stretch did not contain the microcode feature, yet.
You may disable microcode checking by setting `$nrconf{ucodehints} = 0;`.
