To reproduce: in the ru_RU.UTF-8 locale, try to copy a file. You'll see the
following dialog:

I.e., because mc somewhere uses string length in bytes instead of its width in
character-cells, the dialog becomes (wrongly) wider than the screen. One cannot
even tell if the "Сохранять атрибуты" ("Preserve attributes") checkbox is checked.
In ru_RU.KOI8-R, when one character is one byte and one character cell, the
dialog width is normal:
