IME, no need for RT tickets, usually asking in #-admin with a patch against https://salsa.debian.org/dsa-team/mirror/debian.org/blob/master/debian/control#L994 (dropping python-debianbts and adding python-debianbts) is the way for this. Even if you file an RT ticket, please do remember to provide a patch against that.
