So I don't think you need frames for it to happen. I just click on a bug report, and sometimes the report comes up in its own window; the original window does not redraw. Closing the new window shuts down Firefox completely (every window closes). Going to the "container" window that isn't refreshing and telling it to reload the page usually puts the page window back where it should be - embedded in the container window, not living on its own. If this is a WM-dependent problem, I'm using metacity.
