You likely missed that I submitted this bug in December *2018*.
Back then php-tcpdf and civicrm were both in testing.

After more than a year I do not recall the details of this specific bug,
but all this was around the deadline when packages would no longer be
allowed to re-enter testing and miss the buster release.
