arm64 debian packages of either raspi3-firmware or raspi-firmware are both in Debian stable and Debian unstable, but there is no arm64 package available in Debian testing. raspi-firmware/raspi3-firmware works finde with arm64, there is no need to provide this package only for armhf. Looking at https://tracker.debian.org/pkg/raspi3-firmware and also at https://tracker.debian.org/pkg/raspi-firmware I also don't understand why arm64 is sometimes added and sometimes removed.
