Bug#946643: bind9: in bind9utils, drop hardcoded python3 dependency, rely on dh-python

Dear Maintainer,

bind9utils has a hardcoded dependency on python3, even though
${python3:Depends} already adds the correct dependency:
Package: bind9utils
Architecture: any
Depends: python3,
         ${misc:Depends},
         ${python3:Depends},
         ${shlibs:Depends}

That translates to: "Depends: python3, python3-ply, python3:any, ...".
See how we have "python3" and "python3:any" at the same time, the
former having been produced by ${python3:Depends}.
