It seems that the mime library is in a package ow::mime and since
decode_mimewords isn't exported, the openwebmail-abook.pl program
errors.
the fix seems to be fully qualifying the name of the function
like so

$notes{"$name"}=ow::mime::decode_mimewords($note);
