Please remove icinga from the archive, it's EOL upstream and superceded by icinga2.

I may be wrong, but it seems that icinga can't be removed from testing
because ganglia-nagios-bridge and syslog-nagios-bridge depends on
icinga2 | icinga | nagios3 and neither icinga2 or nagios3 is available
on armel, mips64el, mipsel and s390x and while icinga is.

What should be the way forward here?

Remove the *-nagios-bridge packages from those architectures too seems the most obvious.

Looking a little more closely at the packages you'll see that they are pretty much unmaintained, it's maintainer not being a member of Debian any more, and having extremely low popcon score.

Removing the packages from the archive as well seems like a reasonable option too.

Kind Regards,

Bas
