this happens when dhcpd6.conf does not contain a valied configuration because the admin does not intend to use it. One solution is to define INTERFACESv4 in /etc/default/isc-dhcp-server. The cleaner solution would be to split the systemd unit into two, one for IPv4 and one for IPv6.
