I have no idea .. I have not looked to see what happens, or how it
happens. All I know is that everything is now working, and I do not
have (and never have had) udev, and that I recompiled pcmciautils
with UDEV=false:

  % ls -al /dev/.udev
  ls: /dev/.udev: No such file or directory

  build:
          dh_testdir
          $(MAKE) UDEV=false V=true
          dh_clean

And I also edited pcmcia-cs init.d script as indicated (and I will
unedit it now that you have pointed out the correct logic) and
restarted it.
