libimage-exiftool-perl's debian/NEWS.Debian currently lists every API change to the package. I do belive that API changes should only be relevant for developers, but not for users. Dev-Ref states at ยง6.3.5: <quote> Unlike changelog files, you need not update NEWS.Debian files with every release. Only update them if you have something particularly newsworthy that user should know about. </quote> I read that as: Do not list every API changes in NEWS.Debian.
