There is no current binary package named "libhtp", we currently (1:0.5.30) only build libhtp-dev and libhtp2. As far as the current situation is concerned, I can confirm that the "optional" priority is already used since late 2017 [1]. Could you please clarify what exact package and version you are referring to? Maybe I just don't see it...?
