Mail::SpamAssassin::Conf doesn't explicitly mention how $LC_ALL, $LANG etc. in the environment it is running in affect regexp matches.
In perl one must explicitly activate locales, but $ which spamassassin|xargs grep -i locale didn't find anything but I didn't look further.
