lvm2 depends on dmsetup (>= 1.02.145-2~)
However, the epoch is missing:

So, it is possible on stretch to do a partial upgrade to buster where lvm2 is
upgraded but not dmsetup (due to epoch, 2:1.02.137-2 > 1.02.145-2~).
However, lvm2 udev rules require recent dmsetup udel rules. With dmsetup from
stretch, /lib/udev/rules.d/55-dm.rules is not present, so DM_UDEV_RULES_VSN is
not defined, so no /dev/<vg>/<lv> symlinks are created.
Just adding the epoch to the versionned dependency should fix the problem.
