upstream has proposed a different approach which attempts to filter out bogus data from RDRAND. See https://github.com/systemd/systemd/issues/11810#issuecomment-490284361 I've built test packages with that proposed patch applied and uploaded them to https://people.debian.org/~biebl/systemd/buster/ Could you test those packages and report back if that fixes your problems?
