Periodically when running btdownloadheadless (mostly serving files), it
starts reporting

ERROR:
Problem connecting to tracker - timeout exceeded

ERROR:

ERROR:
Problem connecting to tracker - timeout exceeded

on every update even though uploads still seem to progress.  Killing and
restarting it seems to make everything fine again (until it happens again
hours or days later).  It seems like it should recover from this condition
at some point and stop spewing the error messages.
