Hi,

What is the exact model of your laptop ? It may be useful for upstream
to understand what's going on and hopefully fix the bug.

Could you please try to disable one GPU in the BIOS (as pointed out in
the TLP FAQ Graphics section [1]) and see if this fixes the problem ?

I don't know if a project equivalent to Bumblebee exists for AMD Dual
graphics, but reading [2], [3] and [4] might help (don't forget to adapt
names for AMD chips).
