When producing multiple packages, dh-runit installs /etc/sv in every package, even if such packages do not ship service directories. The attached patch removes the systematic install_dir() call from dh-runit. Since install_dir() eventually calls "install -d", the further install_dir() calls do create /etc/sv if not present.
