Indeed, this is a change in the upstream handling of this setting which
has switched from being a global toggle to the current
per-encoding/language pref. As a workaround, you can put:
user_pref("font.name.variable.x-western", "sans-serif");
in your ~/.galeon/mozilla/galeon/prefs.js (replace x-western to
whatever your encoding/language is).
