winbind on jessie was badly broken by making it depend on installing a
full samba server on every winbind client, so my use of winbind on
jessie has been very limited. I don't have a stretch guinea pig system
yet, but will probably set one up soonish to see if it has a usable
winbind at all.
Testing the DC reboot/down scenarios with stretch will then have to
await a maintenance window as lots of production systems are talking
to those DCs.

Unfortunately, this won't be fixed in stretch. You'll have to wait
buster for this :-(.
As written, upstream bug 13332 only covers the case of DC reboot, not
the DC down cases in my bug:
- DC down or broken, should failover to another DC, not fail completely.
- All DCs down, should recover once at least one DC is up.
- All DCs down at winbind start, should recover once at least one DC is up.
