I see the same problem in Debian Stable with this AVI file (info from file(1)):
videos/cleanternet.avi: RIFF (little-endian) data, AVI, 1280 x 720, 25.00 fps,
video:, audio: uncompressed PCM (stereo, 44100 Hz)
The minidlna.log show this message when trying to play the video using VLC:
[2019/02/12 18:59:51] upnphttp.c:2003: warn: Specified range was invalid!
I also tested using Kodi as a DNLA client, and it failed to find any video files
at all, even the ones VLC could find. VLC failed to find the .ogv file I added
to the DNLA directory, while it could see the .api and the .mpeg file. I could
play the .mpeg file using VLC.
