Sorry for the delay, Compiz didn't work at all for a while now.

I'm now running Compiz 2:0.8.16.1-4 and the edge flipping doesn't work
at all.

A few weeks ago (before you released 2:0.8.16) edge flipping worked
after a fresh start of Compiz, but after a few minutes it stopped
completely (very annoying).

However, even in this case, edge delay was not respected, the flip was
immediate (also very annoying).

Also the file /usr/share/compiz/wall.xml (which belongs to compiz-
plugins) still contains this user-hidden option "nodelay", set to
"true".

Please completely remove this "clever" option and properly respect the
edge delay.

Bye
  Hansi
