Apache's module proxy_fcgi needs to be upgraded to (at least) 2.4.26 to fix some issues with php-fpm. This is documented on page https://httpd.apache.org/docs/2.4/mod/mod_proxy_fcgi.html in the ProxyFCGIBackendType directive. There are many issues related to apache2 to php-fpm from 2.4.21 to 2.4.25. For example, but not limited to chroot and chdir php-fpm directives.
